Aqua Assurance Consulting provides independent technical review and verification services that are genuinely independent — unencumbered by design or delivery liability — and informed by over 25 years of senior MEICA experience across major UK water capital programmes.

Assurance for Regulated Utilities

Water utilities require independent technical assurance that operates separately from their delivery contractors — providing the client-side confidence that capital works are being delivered safely, to specification, and in a manner that will withstand Ofwat scrutiny. Our assurance reporting is structured to feed directly into utility governance frameworks, supporting PCD compliance evidence and contributing to the asset performance narratives required for PR29 business plans.

MEICA Assurance in Depth

Mechanical, Electrical, Instrumentation, Control and Automation (MEICA) systems represent the operational heart of water and wastewater treatment infrastructure. Failures in MEICA commissioning — incomplete testing, inadequate documentation, poor control system integration — are amongst the most common sources of cost overrun and delay on capital programmes.

Our MEICA assurance capability spans the full lifecycle: from specification and procurement review through to pre-commissioning, commissioning, and operational proving. We bring direct experience of commissioning complex treatment works, pumping stations and reservoir infrastructure — including work on the UK's first new reservoir in a generation at Havant Thicket.

Regulatory Standards

Technical assurance services are delivered with reference to UK regulatory frameworks including DSEAR 2002, the ATEX Directive, Pressure Systems Safety Regulations, WIMES engineering standards, the IET Wiring Regulations, and CESWI 8 (Civil Engineering Specification for the Water Industry) — ensuring compliance is an inherent outcome of the assurance process, not a post-delivery check.
